The burqa is a cultural, not religious form of dress. The most disconcerting thing about it is that it prevents facial expressions being seen which, as someone said earlier, removes a lot of our "clues" in communication.
In the UK a teaching assistant who refused to stop wearing a similar garment lost her job because the powers that be decided it interfered with her ability to relate to her pupils and they to her.
I think few people object to the type of garment which covers body, hair and neck.
It is the all enveloping nature of the burqa which leaves only a slit free (at best) or a mesh thingy (at worst) which people dislike.
The Naked Walker keeps being arrested (and convicted) for hiking dressed only in boots and hat. This would seem to suggest that the State can decide what one can't wear/not wear in the UK.

He has been arrested and convicted of a Breach of the Peace . It is the public who decided that he was acting in a disorderly manner to the alarm annoyance or disturbance of the lieges

But presumably it was the State (in some form or other) who decided to bring the prosecution?
I am at a loss to think how the absence of clothes constitutes a Breach of the Peace. I assume that he did nothing except walk.....

Perhaps because you do not know the criminal law in Scotland.
